[jbosstools-dev] ANNOUNCEMENT: removal of the "latest target platform" pointer for JBoss Tools

I'd like to remove the need for a /targetplatforms/jbosstoolstarget/neon/
composite site that simply contains the latest JBT TP. Since we moved to
including the JBT TP in the same composite as the JBT site It's no longer
necessary to maintain this extra bit of URL candy.
