should disallow inclusion of snapshots artifacts

If your build is now failing due to a maven enforcer plugin violation,
it's because of the above issue.

I've found two projects so far which are using SNAPSHOT dependencies:
JST depends on snapshot version of the Early Access site, and the
openshift.client plugin depends on  openshift-restclient-java.version
= 5.0.0-SNAPSHOT.

2. Parent pom is now using BUILD_ALIAS = AM3 in master branch.

3. https://issues.jboss.org/browse/JBIDE-22857 - Integration tests:
include Red Deer UI feature in target platform

I've added the single reddeer.ui.feature to the target platform and
it's rebuilding now.
