[jbosstools-dev] Proposed change to Target Platform 4.60.0.Alpha1-SNAPSHOT (JBT 4.4.0.Alpha3 / devstudio 10.0.0.Alpha3)

PR merged and building.

I've bumped the TP version to Alpha3 to differentiate it from the one we
used for the previous sprint / Alpha2 builds.
