[jbosstools-dev] FYI: Tycho 1.0 is now available for testing

Based on the feedback I've received so far, we'll likely move to Tycho
1.0.0 in master branch after we fork for Oxygen.0.M5.

4.4.x branch will probably stay on 0.26.1 unless there's a reason to move
up.
