[jbosstools-dev] Legal check

Hi,

I got pinged by legal and in order to be in line with the legal
requirements, we must submit commits/PRs with the Signed-off-by field
I know some of us do it but in order to be better aligned, I will setup a
Github application that will check PRs for the presence of this field. This
will add a new check for each PR. This will be applied to the jbosstools
and jbdevstudio organisations.
I planned to install the setup early next week.
Let me know if you have some concerns.
