[jbosstools-dev] Minor change to parent pom - skipTestsWithPrivateRequirements now includes skip tests or skip itests

Quick FYI that the parent pom has had a minor change to the way that the
skipTestsWithPrivateRequirements variable works.

So now, if you want a variable for "skip tests, or skip itests, or skip
private requirements" that variable is skipTestsWithPrivateRequirements [1].

If you're a project like jbosstools-server and have integration tests you
sometimes run, sometimes don't, you can now key the download of required
runtimes (EAP, etc.) to the skipTestsWithPrivateRequirements variable
instead of the skipPrivateRequirements variable [2], so that the
time-consuming downloads are not done when skipTests or skipITests is true.
