Jenkins don't use the jenkins.target nor jenkins.target.maximum
profiles any more. Instead it uses either unified.target (whose
URLs are mirrored in hudson-settings.xml) or
unified.target,maximum (combination of 2 profiles to overrides
URL, URL also mirrored in hudson-settings.xml).<br>

This was applied: jenkins.target, local.target, local.site and
local.composite don't exist any longer.<br>
If I missed some remaining instance of jenkins.target on Jenkins,
they can be replaced by unified.target.<br>
