From a technical POV, I don't see any blocking point. SWTBot tests
could be a category in the coretests site.<br>
It would allow anyone who wants to run test on an existing
Eclipse+JBT or JBDS to just add this site, install some tests, and
run them via command-line using the uitestapplication.<br>
About wording, it seems to me that integration-tests ARE some tests
for the Core plugins, so having them part of this site doesn't sound
bad for a consumer POV.<br>
