I am not sure that this dialog  works incorrectly. I found out that :
1. If "Always Promt for Tag Attributes During Tag Insert" checked then dialog is appeared always
2. If "Always Promt for Tag Attributes During Tag Insert" unchecked then dialog is appeared if  tag ( which was dropped ) has "preferable"  or '"required" attributes
