The Install Portlet Facet action was adding the 'org.jboss.tools.portlet.core.internal.portletlibrarycontainer.runtime' classpath container, but the Uninstall Portlet Facet action wasn't removing it.
Now, the Uninstall Portlet fact action removes this container and the Install PF action checks if the container already exists, and, if doesn't exist, adds it.
