New BPEL feature, org.eclipse.bpel.common.feature needs to be added to ~/trunk/bpel/site.xml and included in the main feature, bpel/features/org.jboss.tools.bpel.feature/feature.xml.

Then it needs to be rebuilt and reaggregated into the SOA Tooling site to make this feature "hidden" as per Gary's email request.
