This is par for the course when you have the possibility of the SOA Tooling site being built against NEWER shared components (runtime, usage, tests, common, jmx, as) than the Core site.

Solution here is to ensure that SOA Tooling sites are built from the upstream JBT aggregate instead of the raw components.
