OK, +1. No tests == unstable. But we only need to create this unparseable file if there are not already test results.

Thus, we should as part of the testing step generate an empty TEXT-{testclassname}.xml file, and if Tycho is successful, it should replace that empty file w/ a full one.

Alternatively, we could have a post-testing step that would generate empty files doe any classes that didn't run.
