we're relying on the PaaS in this step. "app is running" is a rough guess that I'd pretend is wrong. The app was created but the git etc. were not set up so far. Prove me wrong. Even if I'm wrong, then we'd have to bother the #libra team to correct their healt-check to become far quicker. there's not much we can do here. We were told explicitly that there was no other reliable way to detect if an app was successfully set up (waiting for web-port to answer etc. are all 1) not reliable and 2) not consitent across all app-types).<br/>
The steps that follow - add cartridges, clone the git repo - may not be executed as long as the PaaS did not report the app to be reachable. </li>
