The server is already down at the moment of getting back from AbstractBasicTests#execute() method. So the invocation of container.kill() in the rebootServer() method should be always done when the server is down already and it is just done for the sake of Arquillian internal logic that needs either kill() or stop() methods calling before start().

So maybe it needs some sleep between controller.stop() in tearDown() method and controller.start() in setUp() methods. But I do not think it is related to that killing method anyhow.
