We have targets for all the logical test groups and the user can execute multiple runs with different targets if he wants a larger subset of the tests. The particular target being requested in the JIRA (main qa tests suite minus jts) is for our CI runs which we control via quite a complex script (scripts/hudson/narayana.sh) and I'd prefer not to make this script any more complicated than is absolutely necessary.
