Please look at http://www.jboss.org/community/wiki/JBossWS-SupportedTargetContainers.
IOW you need at least JBoss AS 4.2.2. We did not try JBossWS-CXF with any previous AS version; if you want to do this on your own, consider you might come to integration issues whose solution could take more time than simply migrating to a recent AS version.
