In src/test/build.xml, revision 1222 and src/test/ant/build-jars-jaxrpc.xml, revision 1223, you commented out the bpel-related packaging tasks and explained you were fixing a build issue. If I remove the comments and run target "main" in src/test, followed by "one-test", the bpel test case works for me.
