This issue has dependencies on WS-Security, WS-Addressing and WS-Policy.
Cross stack WS-RM test suite will follow contract first approach.
There will be both WS-RM and WS-Addressing assertions in WS-Policy attachment associated with WSDL binding.

We have to cover the following scenarios:

One Way WSRM endpoints with WS-Security
One Way WSRM endpoints without WS-Security
Reqest Response WSRM endpoints with WS-Security
Response Response WSRM endpoints without WS-Security

The above combinations must be combined with addressable and anonymous addressing clients too -> we have at least 8 test cases to be supported.
