We need the factories/services configuration (stuff in META-INF/services/...) to be factored out to separate jar files. This way jbossws-native-core.jar, jbossws-cxf-client.jar, jbossws-metro-client.jar, etc. can coexist without forcing a given set of implementation through Service API.
