webservices/server-integration/src/main/java/org/jboss/as/webservices/service/PropertyService.java
was changed in a significant way, in 8.2.0-Final which introduced a regression.  In particular methods, start and stop were made NOOPs.  This caused the endpoint-config properties to be ignored.  

This issues was resolved in a more recent release of the container. see
https://issues.jboss.org/browse/JBWS-3854

Please use a more recent version of the container.
