wstools are part of JbossWS the webservice stack for Jboss releases 4.0.4 and later. If you are using 4.0.4 or later you should use wstools, If you got a JB 4.0.x prior to 4.0.4 stick to wscompile.

The application server guide has been updated to the new releases that is why it mentions wstools.
