[jsr-314-open] rendered attribute for ui:component, ui:fragment?

According to the JSF 2.0 spec, ui:component and ui:fragment do not have 
a "rendered" attribute. Yet Mojarra supports it, and so does the 
original facelets implementation. In fact, the only usecase that I have 
seen for ui:fragment is to conditionally render one.

Is this a spec error? If so, I'll be glad to file an issue.
