[jsr-314-open] revisiting the JSR-314 openness policy

I just did some investigations last weekend, and found what it could be 
hard to figure out even current mailing list addresses. Never 
https://javaserverfaces.dev.java.net/ nor JSR pages 
http://jcp.org/en/jsr/detail?id=314 contain references to proper mailing 
lists. Ed blog seems the only place that mentions jsr-314-comments. JSR 
page points to jsr-314-public forum with only Dan's message that was 
posted on Aug 03.
