Yes, indeed. That's why you want the default to be Development.

You could alert naive users with a message at the bottom of the error 
display: "This application is deployed in Development mode..."

This way, only naive users who write perfect programs won't notice :-)

How would that solve the issue of naive users complaining that JSF is 
too hard to use? It would just add another level of uncertainty.
