[jsr-314-open] New Issuetrackers for Spec and Mojarra

Hello JSF Experts,

The migration away from Collab.net and to Oracle-owned Kenai is
nearly complete.  The new issuetracker urls are as follows.

Spec:

http://java.net/jira/browse/JAVASERVERFACES_SPEC_PUBLIC

Mojarra:

http://java.net/jira/browse/JAVASERVERFACES

I am unable to edit the http://javaserverfaces.dev.jav.net/ site and,
because it is CVS based, it has not yet been migrated.  When it is
migrated, I'll be updating it with links to the new issuetrackers.
