[jsr-314-open-mirror] [jsr-314-open] [2.1 spec review] Small resource handling issues

A while ago, I filed several issues to deal with (1) serving style
sheets so that they can load dependent resources (2) fixing
localization of resources and (3) allowing hierarchical resources.

I see that issue 885 has made it into the spec. Any hope for adding
