I had a similar problem recently when working on a small JIRA, and
what I did was to load the resource in a separate browser tab and
force a refresh there. For instance, if you need to force-refresh
"service.js", you could open this JS in another tab and "ctrl+refresh"
from there. Forcing a refresh on the main application seems to refresh
only the resources first loaded by the page, not any resources loaded
via XHR (like the ones that AngularJS loads, including HTML partials).
I guess that's not very practical for heavy UI development, but it
works for smaller tasks.
