[keycloak-dev] Email verification and forgot password oddity

Hi,

An email is sent for password reset action.
When this is opened, another email is sent to verify the email address.

This feels redundant.

Steps to reproduce:
* Create a user with required user actions set to verify email + update
password
* trigger the reset password flow
