[keycloak-user] ADFS Support Without Keycloak Server

Keycloak adapters are based on SAML standard similarly to what
Picketlink was, so you should be fine here. Note that this
configuration is not tested though.

Picketlink and Keycloak have merged over two years ago. Hence there is
no such plan ATM.
