[keycloak-user] restricting user registration?

Unfortunately, there's no such functionality OOTB. The feature has been requested long ago, you can track progress here: https://issues.jboss.org/browse/KEYCLOAK-439

I was planning to work on it for my personal project, but can't promise it will happen soon.
