[keycloak-user] Java 11 (Docker container base)

Keycloak server is only tested and supported on JDK8 today, we are planning
to move to JDK11 soon. That will probably be shortly after we upgrade to
WildFly 15. I can't say exactly when, but it will be relatively soon.
