Needs to derive from policy files themselves, as well as attachments within a WSDL.  Example:

<wsdl:binding ...>
	...
	<wsp:Policy>
	    <wsp:PolicyReference URI="policy:policy.xml"/>
	</wsp:Policy>
	...
</wsdl:binding>
