    Description: 
Currently when the 'Situation Details' page is selected for a particular situation, the Message tab is displayed with an editable version of the message content.

Enhance this functionality in the following way: Only make the message editable, and show the 'resubmit' button, if the ServicesProvider API indicates that the service (and operation) supports resubmission.

In future, additional checks will be that the user has permission to view and/or resubmit this message.
