In S-RAMP the UI has a section for Custom Properties where the user can add additional property filters.  The static version of it is here:

The Custom Properties accordian section shows three properties, but when the user first enters the page that section will be empty.  The user then clicks on Add Property Filter to add a new filter...then she can fill out a value.

As far as the query language goes - S-RAMP translates these UI elements into a valid S-RAMP query.  I do not believe that part will be helpful for rtgov.
