Only thought is use a mechanism similar to how epn, acs, etc are register/unregistered - in JEE use an EJB's lifecycle to start and stop the elasticsearch embedded server - and similarly in Karaf use an OSGi Activator. Hopefully the same jar could be used to contain both, but otherwise it will require two additional modules (one for JEE, one for OSGi) - but the actual code for managing the embedded ES server should be in the rtgov-elasticsearch.
