    Steps to Reproduce: 
1. install fuse, switchyard 2.0.0.Alpha2, overlord beta4 (rtgov-all, rtgov-switchyard)
2. install all quickstarts
3. send requests until you see "Customer Fred is suspended"
4. send request {"amount":400,"customer":"Fred"}
