I believe you are sending the message content to the same URL as the orders (i.e. http://localhost:8181/cxf/orderservice/orders/submit).

If the source of the instructions was https://developer.jboss.org/wiki/OverlordRTGovOnFuse (Trying the RTGov UI with samples) then the message:

    {"amount":"400", "customer":"Fred"}  
{noformat}

should be sent to URL: http://localhost:8181/cxf/orderservice/orders/pay

If this is not the source of the error, then please re-open the jira.
