CDK doesn't write renderer-type tag into .taglib.xml files. Here is the result of CDK execution:
        <component>
            <component-type>org.richfaces.JQuery</component-type>
        </component>

but should be:

        <component>
            <component-type>org.richfaces.JQuery</component-type>
            <renderer-type>org.richfaces.JQueryRenderer</renderer-type>
        </component>
