A manual download and installation of
runtime-3.4.0.jar<http://cropwiki.irri.org/m2repo/org/eclipse/core/runtime/3.4.0/runtime-3.4.0.jar>and
runtime-3.4.0.pom<http://cropwiki.irri.org/m2repo/org/eclipse/core/runtime/3.4.0/runtime-3.4.0.pom>from
http://cropwiki.irri.org/m2repo/org/eclipse/core/runtime/3.4.0/ did it.

However, shouldn't
https://repository.jboss.org/nexus/content/groups/public/org/eclipse/core/runtime/be
fixed?
