[rules-dev] Github commit rights cleanup

Not sure how I could have missed those... taken off the list.

Anyone else that I mistook for SVN commit access legacy?
(This action is really just the last part of the svn2git migration that 
we started 2 years ago:
adjusting to the reality that github has pull requests.)
