[rules-dev] Github commit rights cleanup

I'm not sure if I'm completely "down" with this idea. Still think that 
giving a community member who has done a great job commit rights is a 
form of reward and trust in that person and that it could motivate them 
to keep contributing/feeling closer to the core team and the project 
(and shows their picture on the members project tab too).
