[rules-users] Use of "update" with activation-group set.

My first guess would be to set no-loop to true for all rules in the activation-group, but that probably wouldn't work. (Worth a try if you haven't done so already.) The question is whether no-loop can be scoped for an entire activation-group, or if it only applies to the individual rule.  I'm guessing the latter.
