[rules-users] creating .pkg from .drl

Ok, did that and it still only works when serializing using
DroolsStreamUtils.streamOut and using a KnowledgeAgent to construct the
KnowledgeBase from the serialized package, but it does work with multiple
resources in the same logical package when serializing.

Still fails when trying to use KnowledgeBuilder.
