Ah Har.  I had another thread which called fireUntilHalt().

I was under the impression that fireUntilHalt() would keep activating until
session.halt() was called.  I definitely didn't call halt(), so I suppose
that it's called at some point behind the scenes.  

Changing that to fireAllRules() definitely fixed it, thanks.
