Yes, the most performant system will be if you have 0 rules.

Yes, but I think you need to explain how/why you think you need to have 100,000 rules, why are you expecting to have 100,000 lines of rules definition, what are your rules trying to achieve.  I can pretty much guaranteed you there is probably a better way to do what you are thinking.
