[rules-users] decision table 'not exists'

I need to have a rule in a decision table that fires if there is no object in
working memory that matches the given conditions.

I have no trouble saying "is there any object that matches" using "exists"
keyword, but I can't find any syntax that works for saying "not exists" in a
decision table.
