[rules-users] Getting Latest Matching Fact

for the above java method

input values are

chars    qty
AA        1
A          2
B          3
A          4

it will return 3, B

and for the below it wil be 1,A
chars   qty
A        1
A        2
B        3


The above two scenarios needs to be covers in rules.
