[rules-users] urlResource, applyChangeset and authentication error

Where do you have your 'rules' directory? Are you sure it is in the
classpath?
Did you try this?

kagent.applyChangeSet(
ResourceFactory.newClassPathResource("rules/ChangeSet.xml"));

(Without the initial '/')
