[rules-users] Resource Change Scanner Service modified date error

I think there is a mistake in redhat's bugzilla. These 2 errors doesn't
seem to be the same.
https://issues.jboss.org/browse/GUVNOR-1699 was related to assets marked as
removed bu scanner. So, after the second scan, the resources were removed
from the kbase even if they were not modified in Guvnor.
I'm not sure if the fix for GUVNOR-1699 also fixes 733008, but according to
your comment it does not.
I'd suggest to reopen 733008.
